Percy was born in about 1884 to clog maker James and his wife Clara. Percy was baptised on 29th October but tragically his father James was not able to attend having been buried on 21st October.

Percy married Annie Eliza Calvert on 3rd March 1906 at Wrenthorpe St. Anne's Church and in 1909 the couple had a son they also named Percy. In 1911 Percy senior was a labourer in the iron foundry, Messrs R Green & Sons, Wakefield, and living with his family at Jerry Clay Lane Wrenthorpe. After enlisting he arrived in France on 10th June 1915.
